On the afternoon of September 14th, 2015, the Guangdong Provincial Government held a ceremony for the signing of the agreement of co-construction of high-level universities of science and engineering. Luo Weiqi, the director of Department of Education of Guangdong Province, Liu Qingsheng, the deputy mayor of Shenzhen, and Chen Shiyi, the president of SUSTC, on the behalf of the Department of Education of Guangdong Province (related provincial unit), Shenzhen Municipal Government and SUSTC respectively, signed on the Agreement of the Co-construction of SUSTC, which marks that our school enters into the construction list of Guangdong high-level universities (of science and engineering) formally, and that the Department of Education of Guangdong Province (related provincial unit) becomes one of the main construction parts of our school. The Department of Education of Guangdong Province (related provincial unit) will accelerate the construction of a Guangdong high-level university and an international high-level research university of our school through various ways with Shenzhen Municipal Government. Vice-governor Chen Yunxian, Li Ji, the deputy secretary general of Guangdong Provincial Government, Huang Ningsheng, the director of Guangdong Provincial Department of Science and Technology, Li Ming, the secretary of the Party Committee of SUSTC, Vice-president Wu Chuanyue, and deans and directors from functional departments of our school attended the signing ceremony.
The construction of Guangdong high-level universities of science and engineering is an important part of that of Guangdong high-level universities, and is an important action for Guangdong Provincial Party Committee and Guangdong Provincial Government to implement innovation-driven development strategy and promote the industry transformation and upgrading of the whole province and the development of economy and society. It will be officially put into effect in this year; the goal of which is to give support especially to the selected universities of science and engineering with good development basis and for which the local government can provide auxiliary support, to promote the overall strength of running the universities in 5 to 10 years, to help the selected universities become first-class universities of science and engineering in China and have stronger influence internationally. SUSTC and two colleges of science and engineering in Guangdong become the first co-constructed colleges.
The Agreement specifies the construction goal and tasks of SUSTC, the support measures of Shenzhen Municipal Government and these of related provincial units like the Department of Education of Guangdong Province in the next 5 to 10 years, and defines that Shenzhen Municipal Government gives eight aspects of support policies and measures, for example, take the construction of SUSTC to a high-level university of science and engineering as the key task of Shenzhen Municipal Party Committee and Shenzhen Municipal Government, and list it into the “Thirteenth” Five-year Project of Shenzhen population and social programs; in addition, Shenzhen will propel the formation of development pattern multilateral coordination innovation, support the introduction of high-level talents by SUSTC, construct joint cultivation base for graduate students, etc..
The Department of Education of Guangdong Province (related provincial unit) also will give policy support in eight aspects, for example, construct major platform of science and technology innovation, introduce high-level talents and groups, develop degree and postgraduate education, deepen the reformation of enrollment system, etc.. Furthermore, SUSTC will be listed as a pilot unit for the comprehensive reformation of provincial universities, and try in the aspects like internal management system and mechanism and personnel management system. SUSTC also will share a series of support policies for the construction of high-level universities proposed by the Opinions on the Construction of High-level Universities from Guangdong Provincial Party Committee and the People’s Government of Guangdong Province.
The construction of high-level universities of science and engineering is the main content and primary goal to establish international high-level research universities. Guangdong Provincial Party Committee and Guangdong Municipal Government start to establish Guangdong high-level universities of science and engineering and create rare history opportunities for SUSTC which is in the preliminary stage of its establishment. SUSTC will strive to promote its school-running standards, and aim to establish a batch of preponderant disciplines and make more achievements in the aspects like the cultivation of innovative talents and the driving of technical innovation in ten years.
