关于新型冠状病毒肺炎防控期间科研工作的指导意见

各系(院)及各有关单位:

为充分发挥各系(院)及各有关单位的科研力量和科技支撑作用,服务新型冠状病毒肺炎防控阻击战,全面深入推进疫情防控科技攻关相关工作,根据《南方科技大学疫情防控 “八个一”工作要求》精神和学校科研工作实际,科研部现将新型冠状病毒肺炎防控期间科研工作开展指导意见通知如下:

一、积极组织并参与各级各类应急科技攻关项目

集中学校相关学科优势科研力量,各系(院)围绕新型冠状病毒肺炎防控的紧迫需求,针对各级主管部门的应急科技公关项目,尤其要明确目前广东省和深圳市的疫情防控科技需求,及时提出有助于疫情防治的科研课题建议并有组织的报送给上级主管部门。

科研部将积极主动与各级科技主管部门保持沟通和联系,及时传达科技主管部门的最新进展信息,推动科研任务和课题建议的立项。

在进行科研工作的同时,务必要严格采取有效的疫情防护措施,保障科研人员的身体健康。未经学校和上级主管部门批准,不得擅自开展新型冠状病毒的相关研究工作。经批准从事新型冠状病毒感染肺炎疫情科学研究的实验室和科研人员,应严格遵守生物安全和科研伦理等法律法规和相关要求。

二、有序推进各级常规科研项目的申报和执行工作

科研部密切跟进科技部、国家自然科学基金委、广东省和深圳市等各主管部门发布的各级常规项目申报及执行通知,及时通知各系(院),学校科研人员请密切关注相关申报通知,并积极申报。

如有因新型冠状病毒肺炎疫情防控工作导致科研项目不能按期进行的,需由项目负责人提出申请,经学校审核同意后,上报主管部门申请延期或核减科研任务。

三、加强疫情防控相关科研成果的统筹管理和应用转化

各系(院)需认真做好疫情防控科研成果的收集和上报工作,及时将开展的科技攻关、取得的重要进展和有关成效等信息上报学校和上级主管部门,并报送科研部备案。

各系(院)围绕疫情的相关技术需求,对于可进行成果转化的技术和产品应尽快形成疫情防控科研成果转化建议上报学校和相关主管部门,促进完成相关产品的转化应用工作。

四、发挥科研队伍智力优势,积极提供科学分析和建议

科研人员应充分发挥主观能动性和积极性,密切关注科技攻关进展和最新科技文献,积极收集、整理、分析疫情防控科技情报和信息,及时提供科学分析和建议。

相关研究分析须经学校审核后,由科研部报上级主管部门。未经学校同意和上级主管部门批准,不得以单位名义自行发布针对新型冠状病毒肺炎疫情相关的观点和意见。

五、其他科研相关注意事项

科研人员要合理安排科研工作,视工作需要进行居家网上办公,做好人员防护,尽量避免人员聚集。科研人员应该以高度的责任心,在管理和安全上提高要求,各系(院)主要负责人务必积极落实。

科研人员尽可能暂停一切与科研相关的校外取样、调研、实验等工作。

在疫情未解除之前,原则上不得组织召开科研相关的各类会议。尽可能减少外出参加科研相关会议,外出参会需事先经OA批准。已通知召开的会议尽可能取消或延期,或采取网络等方式召开。如必须组织召开的现场会议,应事先通过学校批准同意后方可召开。

Guidelines on Research Work during the Period of Prevention and Control of COVID-19

 

To all departments (schools) and related units,

In order to give full play to the scientific research strength and technological support of all departments (schools) and related units, to serve in the prevention and control of COVID-19, and to advance the work related to any breakthrough in epidemic prevention and control technology, according to the spirit of the ‘Eight One’ Work Requirements for Epidemic Prevention and Control of Southern University of Science and Technology and the actual situation of our scientific research work, the Office of Research now notify all of you of the guidelines on the arrangement of scientific research work during the prevention and control of COVID-19 as follows:  

1. Organize and participate actively in various emergency science and technology projects at all levels

The strength of scientific research in related disciplines should be concentrated. Focusing on the urgent needs for the prevention and control of COVID-19, especially the current needs for epidemic prevention and control technology in Guangdong and Shenzhen, and in response to emergency science and technology breakthrough projects of competent departments at all levels, proposals that may contribute to the prevention and control of the epidemic should promptly be submitted to the competent authorities in an organized manner.

Office of Research will maintain active communication and contact with the science and technology departments at all levels to ensure the timely transmission of the latest progress information and promote the establishment of scientific research tasks.

In the process of scientific research, effective epidemic protection measures must be strictly adopted to protect the health of scientific researchers. Without the approval of the leadership of our University or higher authorities, research on 2019-nCoV may not be carried out. Laboratories and scientific researchers who have been approved to conduct scientific research on the epidemic situation of COVID-19 should strictly abide by laws and regulations governing bio-safety and scientific research ethics and other relevant requirements.

2. Advance the application and implementation of scientific research projects at all levels

Office of Research will pay close attention to the notifications on the application and implementation of conventional projects at all levels issued by the competent authorities such as the Ministry of Science and Technology, the National Natural Science Foundation of China, as well as authorities of Guangdong Province and Shenzhen, and promptly notify all the departments (schools). It is hoped that the scientific research personnel of the school will pay close attention to the relevant notifications and actively submit project applications.

If the prevention and control of COVID-19 prevents any scientific research project from being carried out on schedule, after the school’s review and approval, the person in charge of the project may report to the competent authority to apply for the reduction of the scientific research task amount or a deadline extension for the affected project.

3. Strengthen the overall management and technology transfer of scientific research results related to the prevention and control of the epidemic

The collection and reporting of scientific research results for epidemic prevention and control need to be done well by all departments (schools). Information on scientific and technological breakthroughs, or important progress, or relevant results should be reported to leadership of our University and higher authorities timely , and submitted to office of Research for filing.

In response to the related technical requirements for epidemic prevention and control, in the case of technologies and products that can be transformed into achievements, all departments (schools) should formulate punctually recommendations for the transformation of such scientific research results for epidemic prevention, and report them to leadership of our University and relevant authorities to promote the completion of the transformation and application of any related products.

4. Exert the intellectual advantages of scientific research team and provide scientific analysis and suggestions actively

As for scientific researchers, we suggest that they give full play to their own initiative and enthusiasm, pay close attention to scientific and technological progress and the latest literature, actively collect, organize, and analyze scientific and technological intelligence and information on epidemic prevention and control, and provide scientific analysis and suggestions in a timely manner.

Any relevant research and analysis must be reviewed by the leadership of our University before and being reported by the Office of Research to a higher authority. Without the consent of the University leadership and the approval of the higher authorities, no opinions or opinions related to the epidemic of COVID-19 may be arbitrarily released in the name of the work unit of the publisher.

5. Other matters related to scientific research

It is recommended that scientific researchers arrange their scientific research work reasonably, and if necessary, they can work online at home. Researchers should protect themselves and avoid the places where people gather. Scientific researchers should put forward higher management and safety requirements for themselves with a high sense of responsibility, and management and safety measures should be actively implemented by the principals of each department (school).

As far as possible, scientific researchers should suspend all off-campus sampling, research, and experiments related to scientific research.

Until the epidemic situation is resolved, in principle, the organization of any kind of scientific research-related meetings is not allowed. Participation in scientific research related meetings should be minimized. Participation in any off-campus meeting requires prior OA approval. If any notice has been sent, the meeting may be canceled or postponed as much as possible, or held online. If an on-site meeting must be organized, it must be approved in advance by the leadership of our University.
