SUSTech Convened Workshop on Strategic Planning & Development for 2016 Spring Term for Major Development Matters

On February 19 and 20, 2016 before the new term was started, SUSTech held the workshop on Strategic Planning & Development for 2016 Spring Term. In 2015, in order to ensure the strategic planning plays a guiding role and improve the mechanism of democratic decision making, SUSTech decided to convene the workshop on strategic planning & development for spring term and autumn term respectively. And this was the second time for SUSTech to organize the workshop dedicated to studying the major issues and strategies in SUSTech, after the first one was held in September 2015. The Workshop summed up major progress made by SUSTech in various aspects in 2015, discussed major recent work and tasks for 2016, and clarified development orientation of SUSTech in the near future. It was attended by more than 180 participants including SUSTech top leadership, deans of schools and departments, professors, and middle-level management staff. The 2-day Workshop was chaired by SUSTech Party Secretary Li Ming and President Chen Shiyi respectively. 

At the Workshop, reports were made on building SUSTech into a high-quality international university of science and engineering, on HR development, on teaching management, on student management and academy building, on ideas of international building and development, and on enhancing administration and improving service level before group discussions were organized and collective reporting was made. The Workshop happened in a pragmatic and efficient way. 

On the afternoon of February 19, the Workshop was chaired by SUSTech University Council Chairman Li Ming. Special reports were made on building SUSTech into a high-quality international university of science and engineering and on HR development.

President Chen Shiyi made a special report to the Workshop, who mainly elaborated on how SUSTech would build itself into the high-quality university of science and engineering. His report had 3 aspects of contents, e.g., major progress made in SUSTech in 2015, plan of Guangdong Province to build the high-quality universities of science and engineering, and tasks of SUSTech for 2016.  

According to President Chen Shiyi, thanks to the leadership and support from the Ministry of Education, CPC Guangdong Committee and Guangdong Provincial Government, CPC Shenzhen Committee and Shenzhen Municipal Government, rapid progress was made in all aspects in SUSTech in 2015, which established the governance system of modern university, improved management and operations of the university, sped up building of first-class disciplines, enhanced building of high-level faculty team and discipline platform, pushed forward the training of top innovative talents, gradually formed the international HR training system with evident features, promoted campus infrastructures according to international standards, formed the first-class campus service and logistic system, actively conducted cooperation and exchanges with other universities in and out of China, continued to improve its influence in the senior education communities in and out of China, and greatly supported and steered the regional social and economic development and high-tech industry. Year 2016 is the first year in the 13th Five-year Plan. SUSTech will take the opportunity of building high-quality universities of science and engineering in Guangdong Province and take the strategic 3-step approach while focusing on the following work in 9 aspects: First, build the discipline system with international competitiveness; second, make mechanism and institutional mechanism and building of executive force; third, build the team of talents; fourth, enhance research and build platform of major researches; fifth, improve the level of international education; sixth, improve the system of cultivating innovative talents and gradually establish the features of SUSTech; seventh, campus building; eighth, conduct cooperation among university, research institutes and industry; and ninth, enhance cooperation with Chinese and overseas universities.

Han Wei, Deputy Director of Preparation Office and Director of HR Department, reported to the Workshop on the HR development in SUSTech. First of all, she introduced the HR management system in the university before focusing on HR development for 2012-2015 and HR development for 2015-2020, HR management structures and HR programs at the university and department level, and on major work plan of HR for 2016. 

The Workshop session on February 20 was chaired by President Chen Shiyi. In the morning, special reports were made on teaching management, on student management and academy building, on ideas of international building and development, and on enhancing administration and improving service level. 

 Director Wang Dejun of Teaching Department made the Report on Enhancing Undergraduate Teaching to Improve Teaching Management and Quality, which mainly introduced the background of improving education and teaching quality, basic situation in SUSTech about teaching, analysis of major problems in teaching and main tasks and measures in 2016 to improve teaching management and quality.

Xue Zheng, Director of SUSTech Student Work Department and Youth League Secretary, mainly reported on his ideas about student management model cored on academy. The contents in his report mainly involved general picture of student work in SUSTech, SWOT analysis of student work, overall strategy and proposals on enhancing student management and building the academy. 

At the Workshop, discussions were made on 2 reports of teaching management and of student management and academy building. 

After that, Chief Logistics Officer Lu Chun introduced ideas of making international building and development of SUSTech. By raising and answering five questions, he elaborated on his ideas of international building of the university, e.g., what is the international or global senior education; why should SUSTech take the international or global path; which choices we have; when and where should we start and who will do it; and how to do and measure it. 
Chairman Li Ming made a report entitled Thinking on Improving the University’s Operation Efficiency, which talked about improving administration and service. Li proposed improving the management structure featuring the university & collegiate (department) empowering with power matching responsibilities. He also suggested focusing on IT development to improve administration efficiency in a holistic way. At the same time, it is necessary to ensure Party organizations at all levels should support enhancing and improvement of ideological and political work in the university.  
Chairman Li Ming pointed out, experience of world-class universities shows the empowering different layers of university, school and department is the routine practice. SUSTech should build the 2-tier structure, and enhance school & department management building so that they can take the mission and fulfill functions empowered by the university. In terms of international development, there is still gap between SUSTech and world-famous universities. It is imperative to make determinations and solve the following problems. First, build and improve the IT-based management mechanism; second, enhance building of IT teams; third, invest more in IT building; fourth, continue to improve IT infrastructures; and fifth, break administrative barriers, integrate resources and inter-connect systems, and build the mobile office platform with the characteristics of SUSTech. As far as the defects in ideological and political work in SUSTech, he proposed the ideas and specific measures, including adherence to and improvement coordination between Party organizations and administrations, pushing forward building of well-developed grassroots organizations, and making innovations in ideas and approaches to ideological and political work. 
On the afternoon of February 20, the participants made discussions in 6 groups to study the 6 reports and relevant issues. The group discussions were chaired by professors with each group attended by SUSTech senior leadership members, who listened to the participants’ ideas and proposals. The discussions were frank and hot. Participants were free to speak and give many constructive proposals. 

 

         

After that, the 6 discussion groups reported to the Workshop about details in the discussions, involving teaching management, courses, IT development, international development, English teaching, academy building and administration efficiency, etc.
Vice President Qin Zheng, at the Workshop, delivered contents at the Shenzhen work meeting on public security and work safety held on February 17, 2016 while reiterating on 5 requirements proposed by SUSTech Safety Committee: First, all schools and departments should honestly implement safety requirements raised by the provincial and municipal governments and by SUSTech Safety Committee and all duty neglects will be held accountable; second, schools and departments should honestly follow regulations issued by the university, in particular the safety regulations regarding teaching experiments and campus safety management; third, principals of all departments and schools are Primary Person Responsible for the safety, and they should report relevant safety situation on a regular basis; fourth, if any school or department is criticized publicly by the university because of accident or hidden danger, the veto will be executed and such school or department should not receive any reward or prize from the university; fifth, rewards and merits will be given to the school or department that has no accident for the whole year.  
At the Workshop, Chairman Li Ming and President Chen Shiyi gave the conclusion speeches respectively. Chairman Li Ming ascertained the significance of the Workshop, pointing out the Workshop pooled wisdom to propose the university development. The participants, regardless of the department or school difference, all donated ideas for the strategic, holistic and essential issues regarding the university development. In 2015, SUSTech, based on development in previous years, made great progress thanks to the concerted efforts of all faculty members and students. He hoped all schools and departments should digest contents in the Workshop and continue to promote HR development, teaching management, student management, academy building, international development and administration. In the new term, the university will focus on precise management and work hard to improve operation efficiency by taking the responsibility to the largest extent. 
President Chen Shiyi said the Workshop was an “echo of ideas” in the university at the start of the new term. It contained strategic ideas on macro development of the university and analysis of specific issues. With hot exchanges and interactions, expected results were achieved. In the new year, all faculty members will invest greatest energy and passion in the work and study. By making strategic layout and improvement, they will promote holistic development and progress of the university.
