On June 18, the Guangdong, Hong Kong, and Macao Greater Bay Area Research Center for Higher Education Big Data, sponsored by the Center of Higher Education Research (CHER), published a breaking report on higher education in conjunction with the Shenxin Communication Think Tank. It was titled “The Report on Higher Education and Economic Development in Guangdong, Hong Kong, and Macao Greater Bay Area, Beijing, Tianjin, and Hebei region and the Yangtze River Delta.”

It is the first report to conduct a comparative study of higher education across the three regions that comprehensively and analyzed higher education and its impact on economic development in China. The report focused on the cultivation of talents, scientific research, and innovation practice. The report pointed out that the Greater Bay Area offers significant geographical advantages, robust economic strength, the rapid development of higher education, remarkable talent cultivation, and scientific research in the past 20 years.

The report declares the importance of developing higher education in the Greater Bay Area. The current state of higher education in the region does not meet the needs of the population and future economic growth. There is a desperate need to improve the efficiency of scientific research input and output. The Greater Bay Area should learn from the Yangtze River Delta and the Beijing, Tianjin, and Hebei (Jing-Jin-Ji) area in terms of their development experience.

The recommendations of the report encouraged policy-makers to pay more attention to top-level higher education development policy, issue more effective policy incentives, and optimal implementation details. The better allocation of resources for higher education will build an education system that matches the needs of the Greater Bay Area.

The Greater Bay Area Data Center of Higher Education (GBA DCHE) was jointly founded by the International Centre for Higher Education Innovation under the auspices of UNESCO and the Center of Higher Education Research of SUSTech in Shenzhen in May 2019. GBA DCHE is the first research institution in China and in the world dedicated to higher education development in the GBA. Founded by Shenzhen Press Group, Shenxin Communication Think Tank is the first new media think tank in Shenzhen dedicated to research for news public opinion and public service.
