On August 3, 2016, “intelligent wireless terminal test technology research and development team” leaded by Quan Zhi, the professor of Electronic and Electrical Engineering Department of Southern University of Science and Technology, was successfully admitted to the first batch of high-level talent “Peacock Team” of Shenzhen in 2016 after procedures of expert argumentation, government’s decision and social publicity etc., and gained support of RMB 20 million from Shenzhen government. Recently, reporter has interviewed Professor Quan Zhi and heard the story and feelings of “Peacock Team” from him.
“Super Team Keeping Good Cooperative Relationship in Long Term”
Intelligent wireless terminal test technology research and development team consists of professors from Department of Electronics of our school and Senior Engineer and Senior Executive that once worked in company of Silicon Valley of America, such as Apple Inc, Google and Qualcomm etc. At present, the team is mainly researching and developing a kind of brand-new automatic detecting system of wireless communication aimed at large-scale volume production of intelligent hardware (including intelligent phone, unmanned aerial vehicle, robot and various equipment of Internet of Things etc.). Leader of the team, Professor Quan Zhi who is expert of thousands of people plan of the country for youth and winner of national outstanding youth science foundation once graduated from Department of Electronic Engineering of University of California-Los Angeles of America with the highest and the unique honor “Outstanding Doctor Award”. He once worked in Qualcomm Incorporated and Apple Inc at Silicon Valley for many years, having successively held the posts of Senior Engineer and Chief Engineer. He was responsible for wireless communication module design and high precision calibration and test of iPhone/iPad at Apple Inc between 2012-2015. High precision radio frequency identification calibration method put forward by him is applied to large-scale volume production of iPhone/iPad, which saves production cost of tens of millions dollars for Apple Inc. More than 30 United States patents are produced from his research results, and 8 technical proposals are adopted as Wi-Fi communication standard of next generation by IEEE 802.11 standard committee. He publishes more than 30 high-quality papers in communication signal processing research field and gains “the best paper award” of IEEE International Signal Processing Association. Another professor, Gong Yi who is from Department of Electronics of our school in the team is finalist of the ninth batch of “thousands of people plan for youth” of Central Organization Department, and acts as Editorial Board Member of electronic and electrical authoritative journals of IEEE Transactions on Wireless Communications and IEEE Transactions on Vehicular Technology.
“Members of the team are all my past and present colleagues.” As for construction of the team, Professor Quan Zhi says that “I keep more than 10 years of good cooperative relationship with them in academic circle and industrial circle, and know their specialities in different aspects well.” It is the long-term good cooperative relationship that creates high technology and high standard of the team. “Theoretical basis research is always the source of innovation, and accumulation of work experience in industrial circle for many years makes us able to find out and solve important problems urgently required to be solved in industry.” The first-class team is ranked at the first place among nine teams in advanced manufacture team in 2 links of “site reply” and “site inspection” of expert review of “Peacock Team”.

When it comes to strong support from Shenzhen government to “Peacock Team”, Professor Quan Zhi says that “Shenzhen government can give powerful guidance and support, bringing high-level talent to Shenzhen, and providing good platform for them to perform innovation and entrepreneurship, which is worthy of being praised in my opinion.” He shows that under great environment of innovation and entrepreneurship, advanced awareness of government has very important guidance meaning to enterprise innovation. “Shenzhen government possesses good service awareness, giving powerful help according to requirement of high-tech enterprise but not merely acting as role of management, which greatly motivates creativity of enterprise and gives great freedom and development space to those performing innovation and entrepreneurship.”

When it comes to prospect of future, full of affection, Professor Quan Zhi says that “we are quite eager to do well in the project, hoping that wireless test technology brought by our team can help domestic hardware manufacturer realize high-standard quality test in production and manufacture link, promoting product quality to a brand-new height, and doing better than Apple Inc.” “We want to establish a production and manufacture standard that symbolizes high quality, which is Shenzhen standard, and high quality will become business card of Shenzhen manufacture in the future.”
When it comes to situation of present domestic production and manufacturing, Quan Zhi worryingly says that “there is great difference between present manufacturing of China and manufacturing of Europe and America in technology and awareness. We lack high-end technology competing with countries of Europe and America, and also lack awareness of pursuing the best quality.” He thinks that traditional cheap, low side and cheap copy manufacturing times has passed, and if manufacturing, especially electronic information manufacturing wants to gain competitiveness in the world, only high-end road can be walked. “High quality relies on high-standard quality test, and high-standard quality test technology is powerful weapon to change the present situation and fight for commanding height of high-end market strategy with developed countries of Europe and America, also being the one and only way to challenge new material and new industrial design.”
Professor Quan Zhi who studied in America for many years returned to China last year, and he who feels high-end manufacturing difference of two countries from the bottom of his heart is eager to bring his technology and idea to China through the Peacock Team. “We hope that result generated from project of the team is not merely improvement in technology and instrument and equipment, and hope to guide the entire industry, pushing transformation and upgrading of domestic manufacturing to high-end, high-quality and high value-added direction.” “After test technology of our team is developed to mature degree and applied widely, I have confidence that intelligent hardware product of national brand must exceed developed countries of Europe and America in user experience and quality.”
