From September 1 to 2, 2015, just before the term began, the South University of Science and Technology of China (SUSTC)solemnly held the strategic planning and development workshop for the 1st term of academic year 2015-2016. This was the first strategic workshop for researching key issues of the university, which researched core work at the present stage and drew wisdom of the masses in view of strategy of the university, and set out an objective for development. More than 70 persons,including members of the leading team, principals of departments and colleges,professor representatives, middle-level carders of administration department and secretaries of Party branches joined this workshop.
The workshop lasted for 2 days, including 5 subjects, and discussed 6 key issues like undergraduate teaching, scientific research and postgraduate training scheme, human resources development planning, campus phase-II planning and construction, increasing administration efficiency and reinforcing campus culture building.
The workshop on September 1 was hosted bythe President Shiyi Chen to discuss teaching and scientific research.
The Vice President and the Provost, Professor Chuanyue Wu delivered a report titled Undergraduate Education and Teaching Development Planning of the South University of Science and Technology of China 2016-2020 at the workshop, including 4 aspects, namely mission and objective of undergraduate education and teaching of SUSTC, current situations of undergraduate education of SUSTC, main issues and tasks of undergraduate education and teaching of SUSTC, and strategic objective and guarantee measures of undergraduate education and teaching of SUSTC.
The Vice President and the Dean of the Postgraduate School Tao Tang delivered a report titled Strategic Planning of Scientific Research and Postgraduate School of South University of Science and Technology of China. The report introduced current situations of scientific research and near-term and mid-term planning of talent and scientific research. During the period from foundation of the university to August in this year, the University received 238 scientific research programs with expenses of 133.54 million yuan; during the period from January to August, 2015, the University received 96 programs with total expenses of 63.023 million yuan. Regarding postgraduate training, Tao Tang introduced postgraduate positioning,development thought, training system, postgraduate tutor, student management,external publicity, mechanism building and strategy in the future of theuniversity etc.
The workshop dated on September 2 was hosted by the Secretary of Party Committee Ming Li, discussing human resources development plan, phase-2 planning, administration and campus culture building etc.
The Vice Director of the Preparation Officeand the Director of the HR Department Wei Han delivered a report titled Human Resources Planning of South University of Science and Technology of China. She introduced the human resources management system of the university, and detailed human resources of the university in organization structure, resource configuration, recruitment, remuneration system, management and training etc.;apart from the above, she reported policy of talent introduction and progressof post-doctoral work.
The Chief Account and the Acting Directorof the Financial Department Qin Ye reported Construction of Phase II Project of South University of Science and Technology of China. It included introduction of existing architecture space, main work progress, introduction of phase-IIplanning and construction, several key issues to be well managed,counter measures and suggestions etc.
The Party Committee of the University Ming Li gave a speech on improving administration efficiency and reinforcing campus culture. When talking about administration of the SUSTC, he emphasized that,several issues must be well managed: the first was external relationships of the university, in particular to relationship between the University and the council and the relationship between the University and the Ministry of Education, the Provincial Education Department and Shenzhen City; the second was in-school party and political relationship. Adhered to the “presidentresponsibility system under the leadership of the “Party Committee”. The Party Committee of the University was in charge of development and submitted specific issues to the President; the third was in-school management tier relationship.Established a layered authorization mechanism to clarify decision-making authority and responsibility boundary of tiers; and the fourth was to establish the self-operation mechanism on governance of the university according to laws.Perfected relevant systems, observed rules and regulations, manage as orderrequires and improved working efficiency. Ming Li summarized several key issues in culture building of SUSTC, the first was innovation culture, the second was in-school migration community culture, the third was team cooperation culture,the fourth was calling for academic freedom and academic equality; the fifth was building internationalized atmosphere; the sixth was upholding core valuesof socialism.
After finishing every special report, a discussion period of 1-2 hours was arranged for in-depth discussion, which was warm. The participants, especially professor representatives, expressed their opinions, proposed constructive suggestions and achieved expected out come.

The Secretary Ming Li and the President Shiyi Chen affirmed importance of this strategic planning and development workshop, and held the opinions that, the workshop was significant for enhancing confidence, reaching consensus and producing cooperative force to build the university. The workshop proposed that, after the term began,involving departments should break down outcome of the conference, and advance building of teaching, scientific research, campus building, recruitment and postgraduate etc.
